Report

A visit to Daya Bay Nuclear Power Site organized by HKIE Nuclear Division was successfully held on 26th January 2019 with 35 participants.

The visit started with a video introduction followed by a technical presentation covering topics in nuclear safety, including site selection, engineering design, plant operation, regulation and emergency preparedness. A “defence-in-depth” philosophy is applied for nuclear safety against conceivable natural hazards such as earthquakes and tsunamis with design margins, and inadvertent radiological releases with multiple leak-tight engineering barriers comprising the fuel cladding, the reactor pressure vessel and the containment building. The concept is also applied for safe operation by employing safety culture, training, periodic checks, quality assurance, prudent procedures and peer support. Safety is also ensured by keeping continuous environmental monitoring and compliance with the national regulatory regime that is based on international framework and guidelines. Regular exercise is also conducted for emergency preparedness, to assure proper skills, equipment, procedures and co-ordination with government agencies.

The Daya Bay site has three nuclear power stations, the Guangdong Daya Bay Nuclear Power Station, the Ling Ao Nuclear Power Station Phase 1 and the Ling Ao Nuclear Power Station Phase 2 which are equipped with Pressurised Water Reactors having a total installed capacity of 6,108MW. 80% of the output of Guangdong Daya Bay Nuclear Power Station is delivered to Hong Kong to meet about 25% of its electricity consumption.

Afterwards, the participants visited the exhibition hall to know more about Daya Bay history, nuclear technology development and the nuclear fuel cycle. They also visited the fuel handling training facility and two full scope simulators to further appreciate plant control and operator training. The event ended with a visit to the viewing platforms and we enjoyed a panorama view of the Daya Bay site.

The visit was a good opportunity to understand nuclear power and Daya Bay operation, and generated much interest and many discussions among the participants.
