Report
Technical visit to Technical Visit to
Waste Electrical and Electronic Equipment Treatment and Recycling Facility
Prepared
By Mr. KL CHENG
A technical visit to Waste
Electrical and Electronic Equipment Treatment and Recycling Facility (WEEETRF)
organized by Nuclear Division was held on 14 April 2018. The delegation with a
total of 25 participating members was led by the Ordinary Member of Nuclear
Division, Ms. Yani KO Yik-yan. They were warmly greeted by Ir Dr. Alain LAM
Kwok-lun of the Environmental Protection Department upon arrival. The
delegation was first led to the Multi-Purpose Room for a Technical Talk on the
Producer Responsibility Scheme on Waste Electrical and Electronic Equipment
(WPRS), the project background and the essential role of WEEETRF.
The members then visited the
facilities of WEEETRF and were given an in-depth explanation on the treatment
lines of WEEETRF. Those appliances in good condition will be first filtered and
refurbished for donation to deserving needy families. The remaining e-waste
will be dismantled to remove components inside the equipment, for example,
compressors, cable, capacitors and coils, for recycling. Toxic substances, such
as refrigerants, mercury-containing backlight of flat panels and leaded glass
of cathode ray tube televisions will be extracted in a controlled environment
and sent separately for proper treatment. The remaining recyclable components
will then be shredded and sorted into different types of useful materials, such
as metals and plastics for reuse as secondary raw materials.
In conclusion, the visit was
very fruitful and of special interest to the members who had an insight into
the new control of WPRS and the treatment lines of WEEETRF. On behalf of the
Nuclear Division, we would like to express our sincere gratitude to
Environmental Protection Department and ALBA Integrated Waste Solutions (Hong
Kong) Limited for arranging this visit to our members.
