Programme Highlights
The International Atomic Energy Agency (IAEA) released a comprehensive report on the safety review of the ALPS-treated water at the Fukushima Daiichi Nuclear Power Station on 4 July 2023. The safety review of the ALPS-treated water addressed three major aspects: “Assessment of Protection and Safety”, “Regulatory Activities and Processes” and “Independent Sampling, Data Corroboration and Analysis” based on the IAEA international safety standards. This seminar will provide an overview of the IAEA Comprehensive Report on the Safety Review of the ALPS-treated Water at the Fukushima Daiichi Nuclear Power Station.
Speaker Biography
Prof. Takashi HIBIKI Chair Professor of Thermo-Fluid Engineering, City University of Hong Kong
Professor Takashi Hibiki is a Chair Professor at the City University of Hong Kong. He is granted the Global STEM Professorship from Hong Kong Government. He is the director of Hong Kong Jockey Club STEM Laboratory of Innovative Thermo-Fluid Science. Professor Hibiki is a professor emeritus at Purdue University in the US. His research expertise includes multiphase flow mechanics, heat and mass transfer, and nuclear reactor safety. He is internationally known as the author of a classic two-phase flow textbook, “Thermo-Fluid Dynamics of Two-Phase Flow.” He is a fellow member of several academic societies, including the American Nuclear Society and the Japan Society of Mechanical Engineers. Professor Hibiki is listed as one of the world’s top 2 % of scientists reported by Stanford University.

ReportThe International Atomic Energy Agency (IAEA) released a comprehensive report on the safety review of the ALPS-treated water at the Fukushima Daiichi Nuclear Power Station on 4 July 2023. A technical seminar was organized on 18 July 2023 by the Nuclear Division to provide an overview of the report. Over 250 participants joined this seminar presented by Professor Takashi Hibiki, Chair Professor of Thermal-Fluid Engineering of the City University of Hong Kong.
Professor Hibiki firstly shared the background of the incident and the progress of the ALPS-treatment activities including the discussions by the Tritiated Water Task Force, the ALPS subcommittee and the assessment conducted by the Japanese authorities. Different sections of the IAEA’s review were presented, which include: i) an assessment of protection and safety, ii) regulatory activities and process and iii) independent sampling, data corroboration and analysis. The ten safety principles related to roles and responsibilities, risk limitation, protection and prevention were described, and the assessment of consistency by the IAEA on these safety principles were discussed. From the report, it was concluded that the approach of the discharge of ALPS-treated water to the sea was consistent with the relevant international safety standards, and there is negligible radiological impact on the people and the environment. Regarding IAEA’s corroboration activities, which involves source monitoring, environmental monitoring and occupational radiation protection, these were performed to provide assurance in the accuracy of data provided by TEPCO and the Japanese authorities. The activities include witnessing the water sample measurements, routine inspection of the main technical equipment and structures associated with ALPS treatment and periodic meetings with Nuclear Regulation Authority of Japan. The IAEA would continue to publish available data for the use by the globe, and stay committed to be involved before, during and after the ALPS-treated water discharges.
