Programme Highlights

This two-hour seminar includes discussions and presentations from the officials of the Government of Japan regarding the handling of ALPS treated water at the Tokyo Electric Power Company (TEPCO) Holdings’ Fukushima Daiichi Nuclear Power Station, as well as the ALPS Treated Water Discharge Plan by TEPCO, and other related topics.

 

Registration and Enquiry

The seminar is open to the members of the organisers and the supporting organisations.

The seminar is free of charge and prior registration is required. The seminar is conducted in a hybrid mode – onsite face-to-face or online, with limited seats available for onsite attendance. All in-person attendees will receive a gift bag with Fukushima food products. Please note onsite attendees are required to present proof of a negative Rapid Antigen Test (RAT) result obtained within 24 hours upon registration, and a Vaccine Pass (this requirement is subject to the regulations set by the HKSAR Government at the time of the event).

The Nuclear Division and the Asia Society Hong Kong jointly organised the above seminar covering the Advanced Liquid Processing System (ALPS) on 19 December 2022, with the support of the City University of Hong Kong, the Hong Kong Nuclear Society, the Institution of Mechanical Engineers Hong Kong Branch, the Hong Kong Association of Risky Management and Safety and the Hong Kong Radiation Protection Society.  The seminar was attended by over 80 people both in person and online.

The seminar began with representatives of the Japanese food service industry in Hong Kong recalling the impact of the nuclear accident at the power station on the industry in Hong Kong and identifying the need to explain the impact of ALPS on food to the public.

The main presentation on ALPS was delivered by five speakers from related Japanese government agencies and Tokyo Electric Power Company.  The speakers highlighted the need for tritium discharge, its operation, monitoring, analysis and impact on seafood and health, features of the ALPS facility and the review process undertaken by the International Atomic Energy Agency. The speakers also assured the commitment of Japan to compliance with international standards in tritium discharge control, and to transparency and accountability to the world. 

The presentation was followed by a panel discussion that invited Ir Dr B L Luk, Chairman of the Hong Kong Nuclear Society and a committee member of the Nuclear Division, to join as a panel member.  The panel discussed how Japan can share information on ALPS treated water to the Hong Kong public, with suggestions for further in-depth information through a published scientific literature and continuous third-party review. 

The seminar was valuable in providing a comprehensive view on the status of the planned discharge of treated reactor cooling water at Fukushima Daiichi Nuclear Power Station 11 years after the accident and actions taken in monitoring and communication for public reassurance.
