NOTICE OF THE 31st ANNUAL GENERAL MEETING (AGM)
NOTICE
IS HEREBY GIVEN that the 31st Annual General Meeting (AGM) of the Nuclear Division will be held on Friday, 4 May 2018 at 6:30pm at Chan Yat Mei Sophie Room, the HKIE Headquarters, 9/F, Island Beverley, No 1 Great George Street, Causeway Bay, Hong Kong for the following
purposes: -
1. To receive and confirm the Minutes of the 30th AGM.
2. To receive and adopt the Annual Report of the Division for Session 2017/2018.
3. To receive and adopt the Financial Statement of the Division for Session
2017/2018.
4. To elect the Chairman and Ordinary Members of the Division Committee for
Session 2018/2019.
In case of adjournment of the AGM, members of the Division shall check
on the Institution's website at http://www.hkie.org.hk
and the Division's website at http://ne.hkie.org.hk
of the revised venue, time and date for the adjourned AGM.
The 31st AGM will be followed by a Technical Seminar titled “China
Nuclear Power Technology Development and Belt and Road Initiatives
Opportunities” by Mr ZHAO Bo, Deputy Chief Engineer of China Nuclear Power Engineering Company.

Members
Division Chairman
The outgoing Division Committee has decided to nominate Ir Prof Vincent Simon HO for election as the Chairman for Session
2018/2019.
No other nomination has been received from members by the nomination deadline.
Ordinary Members – under Clause 7.2(c) of the Division Rules
The outgoing Division Committee has decided to opt for the maximum of 14
Ordinary Members, and five Ordinary Members in the Committee shall retire by end of the Session,
namely Ir Dr Dono TONG Kwok Wai, Ir Daniel FONG Kam Fai, Ir KWAN Siu Kin, Ir Barry LEE Kin Hang and Ms Justina YIM Tak Kuen.
Following the retirement of the above Ordinary
Members, there are five vacancies for the Ordinary Members.
The Division
Committee has decided to nominate the following five candidates for Ordinary Members for a
three-year term: Ir Dr Alain LAM Kwok Lun, Ir Ken CHEUNG Ching Ngai, Ir KWAN Siu Kin, Ir Barry LEE Kin Hang and Ms Justina YIM Tak Kuen.

Report of Session
2017/18
As the Division enters its 31st
anniversary, the development of nuclear power in the Mainland is entering into
a new stage with the first batch of Generation III+ nuclear power plants due
for commissioning in the coming year. Meanwhile, nuclear reactors equipped with
more established technologies have been commissioned one after another in the
past years. In brief, 38 nuclear power units are in commercial operation as at
the end of March 2018 with a total installed capacity of 37 GW while 18 nuclear
units are under construction. Early in March of this year, the National Energy
Administration called for the new construction of 6-8 nuclear power units in
2018.
The current programme includes
construction and commissioning of a demonstration unit of Generation IV
comprising of twinned high temperature gas-cooled reactors at Shidaowan in
Shandong. Furthermore, it is encouraging to see that the constructions of the
indigenous Hualong One reactors with Generation III+ PWR design are underway at
Fuqing Nuclear Power Station in Fujian and also at the Fangchenggang Nuclear
Power Station in Guangxi. In fact, Hualong One projects are being actively
promoted at home and aboard as a key contribution to the “Belt and Road
Initiatives”. These projects would certainly create a golden opportunity for
career development of the well-prepared professional engineers in Hong Kong.
Taking opportunity from the foreseeable
demands of nuclear power and the related technological developments in the
region, we are working hard to pursue for the establishment of the nuclear
engineering discipline in the Institution. At present, we have made good
progress and are preparing necessary documents for compiling a comprehensive
proposal for submission to the Institution for consideration and approval.
Despite numerous economic, public and
policy challenges in the world including negative public perceptions caused by
the Chernobyl and Fukushima accidents, nuclear power is expected to remain as
an essential energy source in the foreseeable future. It has been an
indispensable choice and has been playing an important role in our national
energy policy to combat climate change, to execute the Paris Agreement and to
reduce smog from air. To this end, we consider that the role of nuclear energy
becomes dominant and its associated safety measures are being recognized by the
regulator and the public.
In this session, we organized (including
collaboration with City University and other learned societies) various
technical seminars and visits to enrich our members on the latest development
in the nuclear industry, in particular on related safety issues. Eight
conferences and seminars were provided with overwhelming attendance as well as
fruitful technical exchange during Q&A session from our members. In
addition, we organized four technical visits to Daya Bay Nuclear Power Base,
Hong Kong Observatory, the CityU Nuclear Reactor Simulator Laboratory, and the
Waste Electrical and Electronic Equipment Treatment and Recycling Facility in
EcoPark, Tuen Mun respectively. These visits aroused much interest to our
members and were oversubscribed.
The Nuclear Division
is committed to promote understanding and engineering knowledge of nuclear
technology for the interest of its members and the general public, and for the
