NOTICE OF THE 30TH ANNUAL GENERAL MEETING (AGM)


NOTICE IS HEREBY GIVEN that the 30th Annual General Meeting of the Nuclear Division will be held on Friday, 28 April 2017 at 6:30pm at Chan Yat Mei Sophie Room, the HKIE Headquarters, 9/F, Island Beverley, No 1 Great George Street, Causeway Bay, Hong Kong for the following purposes: -

 

1.        To receive and confirm the Minutes of the 29th AGM.

2.        To receive and adopt the Annual Report of the Division for Session 2016/2017.

3.        To receive and adopt the Financial Statement of the Division for Session 2016/2017.

4.        To elect the Chairman and Ordinary Members of the Division Committee for Session 2017/2018.


In case of adjournment of the AGM, members of the Division shall check on the Institution's website at
www.hkie.org.hk and the Division's website at http://ne.hkie.org.hk of the revised venue, time and date for the adjourned AGM.

 

The 30th AGM will be followed by a Technical Seminar titled “Merchant of Doubt - the story behind climate denial” by Mr LEUNG Wing Mo, retired Assistant Director of the Hong Kong Observatory.

Nominations for Division Chairman and Ordinary Members

Division Chairman

The outgoing Division Committee has decided to re-nominate Ir Dr Vincent FONG Ping for election as the Chairman for Session 2017/2018.

 

No other nomination has been received from members by the nomination deadline.

 

Ordinary Members - under Clause 7.2(c) of the Division Rules

The outgoing Division Committee has decided to opt for the maximum of 14 Ordinary Members, and six Ordinary Members in the Committee shall retire by end of the Session, namely Ir Richard FUNG Mang Tat, Ir Ryan LAM Chun Man, Ir Napoleon CHUNG, Ir Dr LUK Bing Lam, Ir Edward LAW Man Yuen and Ir Ken CHEUNG Ching Ngai.

 

Following the retirement of the above Ordinary Members, there are six vacancies for the Ordinary Members.

 

The Division Committee has decided to nominate the following six candidates for Ordinary Members for a three-year term: Ir Ryan LAM Chun Man, Ir Napoleon CHUNG, Ir Dr LUK Bing Lam, Ir Dr Dono TONG Kwok Wai, Ir Dr Herman TSUI Yik Wai and Miss Yani KO Yik Yan.

 

No other nomination has been received from members by the nomination deadline.

HKIE Nuclear Division - Annual Report of Session 2016/17

 

It is our pleasure to announce that the Nuclear Division enters into its 30th anniversary.

 

Over the years, we have witnessed a notable increase in nuclear power applications in Mainland China. By the end of 2016, there are 35 nuclear reactors with a total installed capacity of 34 GW putting into commercial operation and 21 nuclear reactors are under construction. 

 

Despite the regrettable accidents in Chernobyl and Fukushima, nuclear power continues to serve as an indispensable energy source that produces over 10% of the electricity in the world. Indeed, it plays a vital role to combat climate change and reduce air pollution especially from smog. Learning from past lessons and riding on the development of nuclear engineering, the nuclear industry has engineered much more reliable models of nuclear reactors with the capability of self-containment of possible hazards caused by accidents even without the support of external power sources. The 10 Generation III reactor units being built, consisting of 4 AP1000 reactor units at Sanmen and Haiyang, 2 EPR units at Taishan, and 4 Hualong One units at Fuqing and Fangchenggang, as well as the Generation IV high temperature gas cooled reactor (HTR-PM) being built in Shidaowan, are the first batch of more reliable nuclear reactors with advanced risk-based design for commercial applications. These new nuclear reactors are due to be commissioned starting from the end of 2017. We believe that, with the continuous efforts from the designers, the operators and the regulators, safety and reliability of nuclear power applications would be further enhanced in the years to come.

 

In recent years, the Nuclear Division has been planning to form a Nuclear Engineering Discipline in the HKIE to further enhance the professional status of its members. With keen support from more than 10 prestigious members in the nuclear community in Hong Kong, we are pleased to report that, in January 2017, we reached a milestone of receiving approval from the HKIE Q&M Board for forming a dedicated Working Group to further explore the establishment of the Nuclear Engineering Discipline. We are now working closely with our strategic partners, both from the academic and industrial sectors, to prepare a comprehensive proposal for the consideration of the HKIE. We shall keep members informed of the progress in due course.

 

As our usual commitment, we organized technical seminars and technical visits to enlighten our members on the latest development in nuclear engineering. In this session, 9 conferences/seminars on various subjects in range from nuclear engineering and safety to critical review of severe accidents were organized with overwhelming subscription from our members. In addition, we also organized 7 technical visits to Daya Bay Nuclear Power Base, Hong Kong Observatory, CityU Nuclear Reactor Simulator Laboratory as well as the nuclear medicine facilities in local hospitals. These technical visits were all well received by our members.  

 

As our continuing mission, the Nuclear Division Committee is committed to convey the latest knowledge in nuclear engineering and technology to the HKIE members and the public. Equally, on behalf of the HKIE, we strive to offer our independent and professional view on issues related to nuclear energy and safety. Finally, we wish to express our sincere gratitude to all those who had helped during the Session 2016/17 to enable our services to the HKIE and our community a success.
